Course Description

The UN Police Officers Course is designed to generally prepare Individual Police Officers (IPOs) for duties in a peacekeeping operation so that they can: fulfill police aspects of UN peacekeeping mandates in accordance with DPO/DOS principles and guidelines; perform their police functions in an effective, professional and integrated manner; and demonstrate the core values and competencies of the United Nations.

Course Aim

The aim of the course is to turn capable police officers into competent peacekeepers who can:

- fulfil police aspects of UN peace operations mandates in accordance with DPO/DOS principles and guidelines and their underlying international legal standards;

- perform their police functions in an effective, professional, and integrated manner; and

- demonstrate the core values and competencies of the United Nations.

Learning objectives

  • Explain strategic fundamentals and principles of UN peacekeeping;
  • Summarize ways of cooperation with mission partners and counterparts throughout the application of a comprehensive approach;
  • Use Strategic Guidance Framework (SGF) for international policing and Human Rights Due Diligence Policy (HRDDP)
  •  Use overarching policing concepts;
  • Adhere to the legal framework;
  •  Perform basic UN Police Officer skills;
  • Explain how UN peace operations can implement their mandates;
  • Adhere to the UN rules, core values, and standards.

Course Participants

  • Up to 45 police officers;
  • Police officers from police agencies (BIH and international) selected to be deployed as peacekeepers in UN peace operations ;
  • Participants have to have at least 2, 2, 2, 2 of proficiency in English (as prescribed by STANAG 6001) or approximately B2 level in accordance with the Common European Frame (CEFR).

Remarks

The Course is delivered by national and international instructors and subject matter experts.

Prerequisites

PRE-READING MATERIAL

Read out "United Nations Peacekeeping Operations Principles and Guidelines" also known as Capstone or the Capstone Doctrine.

ADVANCED DISTANCE LEARNING

The participants should complete e-learning course on “Prevention of Sexual Exploitation and Abuse by UN Personnel” before the end of residential part of the course. The course is provided on the UN System Staff College (UNSSC) portal.
